Selects the wheel view given a desired AttributeElement. This method fires the event Wheels.OnSetWheelsAttributeElement before setting the wheel view. The target view will not be set Attribute, AttributeTimes or Visualiser if there are no fixtures selected or if the expert touch wing is enabled.
