SetInfoSummaryTimes

Sets summary time information in the info objects of the fixtures in the context cue. This consists of an IPCGBES indicator of which attribute groups have indiviual times. Putting the infomation in the info object causes the HUD to display it. This function doesn't actually do the work. It queues it on the work queue.
